Asphalt Plant Inspection & Certification in Saudi Arabia

An asphalt plant dries and heats aggregates, then mixes them with bitumen and filler to produce hot-mix asphalt for highways, airport runways and industrial roads, using either a batch tower or a continuous drum-mix design. It combines a high-capacity burner, thermal oil heating, fuel storage and a dust collector in one site, so fire and burn hazards are significant. Third-party inspection checks the combustion safety devices, thermal oil circuit and dust system, and confirms that weighing and temperature instruments are accurate.

What we inspect on an asphalt plant

  • ✓Burner and combustion system: flame safeguard, fuel train valves, leak checks and purge sequence
  • ✓Dryer drum shell, trunnion wheels, riding rings, drive chain or gear and flights
  • ✓Bitumen storage tanks and thermal oil heater circuit: coils, pump seals, expansion tank, relief valves and insulation
  • ✓Dust collection baghouse: bag condition, differential pressure gauge and fire protection
  • ✓Cold feed bins, feeder belts and aggregate and bitumen metering or weighing calibration
  • ✓Hot elevator chain and buckets, screen deck mesh wear and screen structure
  • ✓Mixer paddles, liners and discharge gates on a batch plant, or the drum mixing zone on a drum-mix plant
  • ✓Temperature instrumentation, safety interlocks, emergency stops and fire-fighting equipment

Common defects we find

  • ✓Faulty flame safeguard or leaking fuel train valves at the burner
  • ✓Thermal oil leaks at flanges, pump seals or heater coils, and untested relief valves
  • ✓Holes in baghouse bags and blocked differential pressure ports
  • ✓Worn mixer paddles, liners and screen mesh that upset mix gradation
  • ✓Out-of-calibration temperature sensors or weighing and metering systems

Risks of operating uncertified

  • ✓Fire or explosion at the burner or baghouse from fuel leaks, hot dust build-up or a failed flame safeguard
  • ✓Severe burns from thermal oil or hot bitumen escaping at heater circuits and tank connections
  • ✓Falls from height and entanglement at elevators, screens and conveyors

Testing, standards & frequency

Load / performance test

Not applicable: an asphalt plant has no rated lifting load. Typical tests are leak and pressure checks on the thermal oil circuit and air receivers, a burner combustion and safety shutdown check, and calibration of weighing, bitumen metering and temperature instruments.

Inspection interval

Typically at least annually and before each paving season, with more frequent checks of burner safety devices and calibration where client or site rules require.

Which parts of an asphalt plant carry the highest hazard?+

The burner and fuel train, the thermal oil and bitumen heating circuit, and the baghouse, because they combine fuel, high temperature and combustible dust. Inspectors give these areas the closest attention.

Does an asphalt plant inspection cover mix quality?+

The inspection confirms the plant is safe and its weighing, metering and temperature systems are accurate enough to produce to specification. Mix design and produced asphalt quality are verified separately by laboratory testing.
