Suspended Access Platform (Swing Stage) Inspection & Certification in Saudi Arabia

A suspended access platform, or swing stage, is a work platform hung from wire ropes by powered or manual hoists and positioned from the roof with outrigger beams, parapet clamps and counterweights. In Saudi Arabia it is used for facade installation, glazing, painting, cleaning and repair on towers and tall industrial structures, often in strong wind and dusty conditions. Safety depends on the rooftop rigging as much as on the platform, so third-party inspection covers the whole system from anchor to stirrup.

What we inspect on a suspended access platform (swing stage)

  • ✓Rooftop rigging: outrigger beams, parapet clamps or davits, counterweight quantity, securing and marking, checked against the rigging layout
  • ✓Suspension wire ropes for broken wires, kinking, corrosion, diameter reduction and end terminations
  • ✓Hoists (traction or drum): brake, manual release, centrifugal overspeed device or safety lock, and the secondary safety device on the safety rope
  • ✓Platform stirrups, floor, guardrails, toe boards, end pins and corner connections for cracks or deformation
  • ✓Upper and lower limit switches, slack-rope device, tilt protection and emergency stop
  • ✓Power cable, control box, earthing and residual-current protection
  • ✓Independent fall-arrest lifelines, their anchor points and the connection method for harness users
  • ✓Capacity plate, platform length and load rating, plus any tie-in or stabiliser arrangement at the facade

Common defects we find

  • ✓Counterweights missing, not secured, or inconsistent with the rigging calculation
  • ✓Broken wires, kinks or corrosion in suspension or safety wire ropes
  • ✓A safety lock or overspeed device that fails to engage within the allowable travel
  • ✓Cracked stirrups, deformed end pins and loose platform connections
  • ✓No independent lifeline, or lifelines tied to the platform or to an unsuitable anchor

Risks of operating uncertified

  • ✓Platform and occupants falling from the building when rigging or counterweights are inadequate
  • ✓Platform tilting after a rope or hoist failure, dumping occupants or materials onto people below
  • ✓Wind-induced swinging and collision with the facade throwing workers from the platform

Testing, standards & frequency

Load / performance test

Typically a load test at 100%-125% of the rated platform load depending on the standard and client, with the platform raised and lowered and the brake and safety-lock functions proven, both at commissioning and after significant rigging changes.

Inspection interval

Typically an inspection at each new installation or rigging change, at least annually for the equipment and wire ropes, and a daily pre-use check, with stricter intervals where client or site rules require.

Standards referenced

  • EN 1808 (suspended access equipment - safety requirements, design calculations, stability criteria, construction, tests)
  • 29 CFR 1926 Subpart L (scaffolds, including suspended scaffolds)
  • ISO 4309 (wire ropes - care and maintenance, inspection and discard)
  • Manufacturer specifications and load charts

FAQs

Who inspects the roof rigging for a swing stage?+

A competent person, such as a third-party inspector or the supplier's qualified rigger, should check the outrigger beams, counterweights and anchors against the installation design before the platform is used. Rigging should be re-checked whenever it is moved to a new drop.

Is a suspended platform load tested on every building?+

Loading and function tests are generally carried out at initial commissioning and after significant changes, and the client or consultant may also ask for a test at each new installation. Daily pre-use checks continue regardless.
